the three clues given are

Elephants were "protected" starting in 1989, so could be a reference to ivory.
No idea about the foot metaphor.
Horse hair is/was used for violin bows.
Could you be getting symphony tickets, or maybe even a piano? Not sure what else ties together horse hair and ivory.
